Forty illegal aliens smuggled in tractor-trailers have been arrested by Texas Department of Public Safety officers over the course of 10 days.

Francisco “Frank” San Roman Jr. was arrested on multiple charges including indecency with a child by sexual contact.

Adrian Diaz was released from Hidalgo County Jail on a $50,000 bond.

Mercedes ISD teacher Oscar Olvera is the second JROTC instructor arrested in one week for felony sex crimes involving minors.

The compliance comes days after Trump threatened to place tariffs on Mexico for non-cooperation with the 1944 Water Treaty.


The offer would send 120,000 acre-feet of water to the Rio Grande Valley. 


The agreement would help ensure that Mexico will honor its part of a 1944 agreement to deliver water to the South Rio Grande Valley. 


The executive order allows the agriculture industry to take water from the Rio Grande.
