Currently, most Texas Department of Transportation construction projects go through a three-tier process: design, bidding, then building. Naturally, involving so many different entities and steps makes this process less efficient and costlier.
Moving to a one-stop design-bid model would ensure taxpayers save money, but TxDot is currently limited to using this model on three contracts per year.
With design-build the agency would contract one firm for the entire project. According to Texas Public Policy Foundation, this process would save taxpayers 29 percent on project costs, and with only Pennsylvania spending more per capita on transportation, Texas can certainly use some savings.
TxDot should not be limited on how many design-build contracts are bid out in a calendar year, removing this hurdle would reduce construction costs by making project development more efficient.
