Biography

Cecil Bell graduated from Oakwood High School as valedictorian in 1980. Bell founded and worked for the following businesses: B-5 Construction Co., Inc. in 1983, Tejas Underground Utilities, LLC in 1997, Storm Maintenance & Monitoring, Inc. in 2001, High Star, Inc. in 2008. He also began a cow/calf ranching operation in 1983.
