A McAllen man was sentenced to 30 years in federal prison last week for his role in an illegal alien smuggling ring that recruited juvenile drivers, prompted high-speed pursuits, and resulted in the deaths of a minor driver and two passengers.
On December 18, 2025, Jose Manuel Silva-Lopez pleaded guilty to conspiracy to transport aliens and conspiracy to transport aliens resulting in death.
Late last week, U.S. District Judge Drew B. Tipton ordered Silva-Lopez to serve 360 months in federal prison, an additional three years of supervised release, and pay a $10,000 special assessment.
Assistant U.S. Attorney Devin V. Walker, who prosecuted the case, argued that Silva-Lopez created a risk of death or serious injury by recruiting minors and instructing them to engage in high-speed pursuits. He also argued Silva-Lopez demonstrated a lack of remorse by continuing to recruit minors after a fatal accident.
According to Border Patrol’s investigation, Silva-Lopez began a 15-month operation in June 2023 to hide illegal aliens who crossed the Rio Grande River. Between June 2023 and September 2024, he conducted at least 21 smuggling events.
He used Facebook to hire teenage drivers, some as young as 14. He then tracked the drivers as they picked up and delivered aliens to stash houses.
Court documents note Silva-Lopez instructed the drivers to avoid the police and participate in high-speed pursuits. Two pursuits ended with the minors’ vehicles catching on fire, and a third chase reached speeds of 120 mph.
On January 17, 2024, one of Silva-Lopez’ drivers picked up two illegal aliens at the river. The police attempted to stop the teenage driver, who fled. He was on the phone with Silva-Lopez when he lost control of the vehicle on a sharp turn and hit a parked trailer, which killed all three individuals in the car.
According to the U.S. Attorney’s Office for the Southern District of Texas, 20 drivers have been prosecuted and sentenced.
“Exploiting juveniles. Endangering lives. Facing the consequences,” posted the U.S. Border Patrol RGV Sector on Facebook in response to Tipton’s sentencing of Silva-Lopez.
