A newly elected congressman from Texas has introduced a measure that aims to codify into federal law some of the most effective immigration policies from President-elect Donald Trump’s first term.
Republican U.S. Rep. Brandon Gill (TX-26) introduced the Return Excessive Migrants and Asylees to International Neighbors in Mexico Act of 2025, known as the REMAIN In Mexico Act on Thursday.
The first Trump administration implemented a “Remain in Mexico” policy in January 2019.
Known officially as the Migrant Protection Protocols, the policy permitted the U.S. government to move foreign nationals who illegally crossed the southern border back into Mexico as they awaited immigration proceedings.
The new measure would require the homeland security secretary to reinstate the Migrant Protection Protocols.
“President Trump’s Remain in Mexico policy was extremely successful, resulting in fewer illegal border crossings, fewer fraudulent asylum claims, and more deportations,” stated Gill. “But immediately after taking power in 2021, Democrats undid nearly all of President Trump’s border protection policies, unleashing mass chaos and destruction throughout our heartland.”
Gill also asserted that President Joe Biden “invited” more than 10 million illegal aliens to flood the country and that Democrats have made it their mission to prioritize them over American citizens.
“As a result, illegal aliens are murdering, raping, and pillaging American citizens,” explained Gill.
“This must end now,” he continued. “The American people gave President Trump and Republicans a mandate to secure our border, and Congress must pass the REMAIN in Mexico Act as a first step to secure our border and fix the problems Democrats created in our country.”
Policy leaders across the nation agreed.
“Reimplementation of the Migrant Protection Protocols, also known as the Remain in Mexico policy should be prioritized by Congress and the Administration. The policy in Representative Gill’s legislation is vital to the security of Texas and the nation,” said Greg Sindelar, CEO of the Texas Public Policy Foundation.
