A measure to ban Chinese nationals from acquiring student visas—citing national security threats to America’s sensitive research—is set to be introduced in the U.S. House of Representatives on Friday.
U.S. Rep. Riley Moore (R-WV) is spearheading the push to secure higher education institutions against espionage and intellectual theft.
“Every year, we allow nearly 300,000 Chinese nationals to come to the U.S. on student visas. We’ve literally invited the CCP to spy on our military, steal our intellectual property, and threaten national security,” said Moore.
The measure is called the “Stop Chinese Communist Prying by Vindicating Intellectual Safeguards in Academia Act of 2025.”
Moore said his measure will end “China’s exploitation of our student visa program.”
“It’s time we turn off the spigot and immediately ban all student visas going to Chinese nationals,” said Moore.
According to Fox News, the CCPVISA Act is being circulated for sponsors, which already reportedly include U.S. Reps. Andy Ogles (R-TN), Scott Perry (R-PA), and Texas’ Brandon Gill (R-Flower Mound).
As previously reported by Texas Scorecard, a December 2024 report from state lawmakers identified four key threats to research security.
The Texas House Select Committee on Securing Texas from Hostile Foreign Organizations identified threats such as foreign gifts and contracts, foreign researchers and talent recruitment programs, compromised technology when traveling abroad, and exploited research partnerships.
As Texas is now home to the most Tier 1 research institutions in the country, State Sen. Bryan Hughes (R-Mineola) proposed a measure to establish a university research security council to mitigate espionage.
State Rep. Briscoe Cain (R-Deer Park) has also introduced a proposal to prohibit universities and public schools from entering into contracts and agreements with foreign adversaries.
