A profit-ban is the final shape an El Paso City Council ordinance has taken in an effort aimed at animal control. Mayor John Cook reportedly supports the sales ban, originally aimed at banning all sales of puppies and kittens less than one year of age, and calls the profit-ban on sales of puppies and kittens less than one year of age a fair compromise.

Profit-banning to discourage undesirable economic activity is a regulatory tool with far-reaching possibilities.

Additionally, a fight over banning companion pet sales in pet stores has escalated nationally in recent months, but the El Paso ordinance reaches further, applying to everyone, including breeders.

No word yet on whether the ordinance has been legally challenged.
