Newly obtained records from the Texas House Business Office confirm that Hugh Brady, the former parliamentarian of the Texas House, continues to receive the same six-figure taxpayer-funded salary he earned in his previous role despite not being reappointed this session.

Brady, a longtime Democrat lawyer, was not reappointed as parliamentarian by Speaker Dustin Burrows. However, he remains actively involved in House proceedings under the new title of “parliamentary counsel.” 

Records obtained by Texas Scorecard confirm that Brady is continuing to receive a $233,730 salary—more than the governor’s. 

His updated LinkedIn profile describes his duties as serving as the House’s legal adviser on constitutional and legislative procedures and providing counsel to the speaker, members, committees, officers, and employees.

Brady has been a fixture in the Texas House since 2019, when former Speaker Dennis Bonnen first appointed him as parliamentarian. Before that, he served as general counsel for the White House Office of Administration under President Barack Obama from 2014 to 2017 and as parliamentarian for the Travis County Democrat Party.

Neither Brady nor Sharon Carter, who now serves as the House parliamentarian, has responded to requests for comment on the scope of the parliamentary counsel position or how it differs from a traditional parliamentarian role.
