The Texas State Library and Archives Commission has submitted a formal request to Attorney General Abbott for an opinion on whether library districts can levy a property tax.

The request notes that legislation was passed in the 79th Legislature (SB1205) to allow library districts to impose a 15 cent per $100 of property value tax, but that the companion constitutional amendment was not approved.

With city budgets that already cover libraries and Google working on putting more and more books online,  it is not clear why the state should write a new chapter in property taxation.
