The $7.3 billion fiscal year 2025 budget was approved by a vote of 15-2.
The $650 million, non-voter-approved, judgment bond is for backpay to the city’s firefighters as a part of a larger settlement.
Over 50 inmates have died in the custody of the Harris County jail in recent years, an issue often attributed to understaffing or poor training.
Both items are expected to be back before the city council next week for consideration.
Mayor John Whitmire vowed to work with any agency to identify and remove corruption as his administration moves forward.
