Another longtime trustee is leaving the Celina Independent School District board in the wake of scandals surrounding a coach’s sexual exploitation of students and a culture of cronyism that enabled the abuse.
Chuck Hansen is planning to resign from the Place 1 seat he has held for 18 years, according to the agenda for Celina ISD’s next school board meeting on Monday, April 20.
Trustees are set to discuss Hansen’s resignation and options for replacing him.
Hansen has not yet responded to a request for comment on his pending resignation.
He was first appointed to the board in 2008 and most recently re-elected in May 2025, for a three-year term expiring in May 2028.
Under Texas law and Celina ISD policy, board members may fill a vacancy by appointment until the next trustee election or may order a special election to fill the vacancy.
Eligible candidates must be registered voters who have lived in the district for at least six months and in Texas for at least a year.
If more than one year remains in the trustee’s term, the vacancy must be filled within 180 days after it occurs.
It’s too late for trustees to call a special election to coincide with the upcoming May local elections.
Two other school board seats are on the May 2 ballot.
School Board President Jeff Gravley is also leaving his trustee position, after serving for 15 years. Gravley filed to run for reelection to his Place 3 seat but later withdrew from the race.
Parents had called for Gravley and others to resign in the wake of a sex abuse scandal that shocked the community and led to the arrest of Moore Middle School coach Caleb Elliott for secretly recording students in the boys’ locker room.
The allegations led to seven lawsuits against the district and investigations that resulted in the retirement of Celina ISD’s then-athletic director and famed football coach Bill Elliott, Caleb’s father and boss.
An investigation commissioned by the district exposed examples of “The Celina Way”—district administrators operating as a “good old boy” network rife with cronyism and conflicts of interest—as well as “systemic failures” within Elliott’s athletic department.
A special investigation by the Texas Education Agency is ongoing.
In January, Superintendent Tom Maglisceau signed a settlement agreement with Bill Elliott in which Celina ISD agreed to refrain from making “negative comments” to any governmental agency and to put “all negative documents” about Elliott in a “confidential” file.
At a board meeting in March, five trustees—including Gravley and Hansen—approved a new three-year contract for Maglisceau that took effect immediately and raised the superintendent’s salary by 32 percent over three years.
Cameron Riggs and Vicky Hogue are running to replace Gravley.
Three candidates are running for Place 4: incumbent Jennifer Driver, first elected in 2023; David Hogue, Vicky’s husband; and Erin Norris.
Early voting in the May 2 election begins on Monday, April 20, and ends on Tuesday, April 28.
