A Mexican couple living in Oklahoma has been sentenced for manufacturing fake identification documents for illegal aliens, a scheme uncovered by ICE Homeland Security Investigations in Dallas.
Karina Garcia-Salazar, 47, was sentenced to 60 months in federal prison and three years of supervised release for Conspiracy to Transfer Identification Documents and Conspiracy to Possess with Intent to Use or Transfer Five or More Documents.
Her partner Jorge Augusto Prieto-Gamboa, 41, was sentenced in December to 15 months in federal prison and three years of supervised release following conviction for Conspiracy to Possess Five or More Documents with Intent to Transfer.
The U.S. District Court for the Northern District of Oklahoma reported that Garcia holds a Lawful Permanent Resident card, while Gamboa has been living illegally in the U.S. since 2002.
According to the indictment, the couple would receive calls from customers inquiring if Garcia “could provide documents for work.”
Customers were able to choose from a variety of counterfeit document options—including social security cards, Lawful Permanent Resident or “Green” cards, and U.S. passports—to be fraudulently printed by Garcia. A price was then agreed upon, which according to bank records was between $120-$150. Photos and personal information were also requested by Garcia along with figuring out a meeting place to deliver the fake documents.
During the investigation, agents searched the couple’s Tulsa home, where they discovered several completed documents, along with electronic devices that contained over 2,000 different ID documents and correspondence containing photos and other personal information of customers.
Garcia and Gamboa’s manufacturing of fake documents took place from August 2020 until their arrest in February 2025.
“Counterfeit IDs open the door to a range of criminal activity, from drug trafficking to identity theft. This sentencing sends a clear message: Those who manufacture and distribute fake documents will be found and prosecuted,” said HSI Dallas Special Agent in Charge Travis Pickard. “Our special agents and partners worked tirelessly to shut down this operation and protect communities nationwide.”
Agents uncovered during the investigation that the couple had manufactured and sold at least one fake ID to an individual who is a defendant in a separate case and who has admitted to smuggling and trafficking three kilograms of methamphetamine and three kilograms of black tar heroin into the U.S.
The case was investigated and prosecuted by Dallas Homeland Security Task Force as part of Operation Take Back America, established by President Donald Trump in March 2025 to combat illegal immigration, cartels and transnational criminal organizations, and violent crime.
