It’s early, and the details aren’t clear, but the new state budget has only a 1-percent growth rate. Of course, that’s the starting point. Over the next three months the budget will change, and change a lot. But it’s encouraging to see that at least at the outset, budget writers understand the free-spending ways of the 2005 legislative session are long gone.
