Army veteran, retired law enforcement officer, and conservative activist David Lowe has defeated incumbent State Rep. Stephanie Klick (R-Fort Worth) in Tuesday’s Republican primary runoff to represent House District 91. 

HD 91 covers part of Tarrant County, including North Richland Hills. 

Klick was first elected to the Texas Legislature in 2012. She is a nurse and former chair of the Tarrant County Republican Party.  

According to Transparency USA, Klick’s campaign was primarily funded by Texans for Lawsuit Reform PAC, Gov. Greg Abbott, and House Speaker Dade Phelan (R-Beaumont).

While Klick voted alongside 60 House Republicans to impeach Attorney General Ken Paxton, she did earn Gov. Greg Abbott’s endorsement for voting in favor of school choice. She also received endorsements from groups like the National Rifle Association and Texas Right to Life. 

Lowe was endorsed by Paxton and Texas Agriculture Commissioner Sid Miller. He also received endorsements from organizations such as Texas Gun Rights, Texans for Fiscal Responsibility, True Texas Project, and Grassroots America: We the People. 

With no Democrat challenger in HD 91, Lowe will win the November general election and take office in January 2025.
