A scandal surrounding sexual misconduct in Celina Independent School District has prompted two top administrators to leave this week.

The beleaguered North Texas school district was also hit with two more civil lawsuits this month, bringing the total to seven.

Moore Middle School Principal Allison Ginn resigned Wednesday, according to a statement from Celina ISD Communications.

Earlier that same day, Celina ISD announced that longtime Athletic Director and Head Football Coach Bill Elliott was retiring.

Both announcements came a day after Celina ISD trustees said they would release a redacted report from a “third-party investigation” into whether any district employees intentionally or negligently enabled Moore Middle School coach Caleb Elliott to sexually exploit students.

Caleb Elliott, who is Bill Elliott’s younger son, is now in jail awaiting trial on multiple charges of producing child sexual abuse material tied to his alleged secret recording of undressed students in the Moore Middle School boys’ locker room.

Ginn and Bill Elliott had been on paid administrative leave since October 24, 2025, pending the conclusion of the investigation, due to their responsibilities for hiring and supervising Caleb Elliott.

In addition to criminal charges, Caleb Elliott and Celina ISD are also defendants in seven civil lawsuits filed by families of Moore Middle School boys targeted by Elliott. A couple of the lawsuits also name Ginn, Bill Elliott, and Superintendent Tom Maglisceau as defendants.

Together the lawsuits’ plaintiffs account for 37 of the 39 boys believed to have been captured by Elliott’s recordings.

The plaintiffs allege school administrators were not only aware of Elliott’s prior predation of young boys, but deliberately hushed it up—possibly to protect the legacy of Celina ISD’s famed football program.

Celina ISD trustees are set to continue discussing the “pending investigations involving Caleb Elliott” and related administrative matters at the next school board meeting on Tuesday, January 20.

It’s unclear if they will vote on any personnel issues, as the two employees on administrative leave in connection with the investigation—Ginn and Bill Elliott—are already gone.

While the district’s internal investigation is done, the Texas Education Agency’s special investigation into Celina ISD’s practices related to abuse and misconduct detection and reporting is ongoing.

“Following completion of all investigative steps and analysis, TEA will determine whether the evidence supports any findings of noncompliance with state law and warrants additional action,” the agency’s Director of Media Relations Jake Kobersky told Texas Scorecard.
