For a third time in five weeks, police have arrested Caleb Elliott, the Celina Independent School District coach accused of secretly recording student athletes in the locker room while the boys were undressed and showering.
Elliott’s arrest on Friday for sexual performance by a child comes after nine more families joined a lawsuit against Celina ISD and Elliott, who was a teacher and coach at Moore Middle School.
The new charge stems from an allegation in that lawsuit claiming Elliott made a student do “nude jumping jacks” while the coach watched. According to the complaint, Elliott’s actions constituted the inducement of sexual performance by a child, a second-degree felony.
The Celina Police Department released a statement Friday regarding the latest arrest.
As of a result of witness accounts from the middle school locker room provided to the Criminal Investigation Division of the Celina Police Department, a new arrest warrant was obtained on the evening of Thursday, November 6th, 2025. This morning, the subject turned himself into the Collin County Jail and is now charged with Sexual Performance of a Child, which is a Felony of the Second Degree.
The statement noted that sexual performance would include “asking victims to perform activities while they were naked or partially clothed.”
A new law passed this year as Senate Bill 412, after years of parent advocacy, removed an “educational purposes” defense to sexual performance by a child.
Elliott, 26, was arrested twice last month on charges of invasive visual recording and possession of child sexual abuse material. He has since been allowed to resign.
In the wake of those arrests, two civil lawsuits have been filed against Celina ISD and Caleb Elliott by families whose sons were victims of Elliott’s alleged crimes. The plaintiffs claim the district was not only aware of Elliott’s alleged past predation of young boys but deliberately covered it up to protect the legacy of Celina ISD’s famed football program.
Celina is renowned as “a football town,” and Caleb Elliott is the son of Celina ISD’s celebrated Athletic Director and Head Football Coach Bill Elliott.
Both lawsuits accuse the district and its employees of gross negligence for continuing to employ Caleb Elliott and allowing him ongoing access to young male students.
Families of 12 student athletes coached by Caleb Elliott are now plaintiffs in the first lawsuit.
A second lawsuit filed by three other families of Moore Middle School student athletes also names Bill Elliott, Superintendent Tom Maglisceau, and Principal Allison Ginn as defendants.
Families are seeking relief under another new law passed this year, House Bill 4623, designed to hold schools accountable for failing to protect students by eliminating their immunity from civil liability in sexual misconduct cases. The law took effect on September 1.
Previously, school districts and administrators could claim immunity in such cases while publicly stating that student safety is their highest priority.
Caleb Elliott was booked into the Collin County Jail, again, on November 7. Bond is set at $350,000. He was released following his previous two arrests on bonds of $100,000 for each charge.
Celina police say their criminal investigation remains ongoing. The Texas Attorney General’s Office is also conducting a criminal investigation.
Maglisceau placed Ginn and Bill Elliott on administrative leave pending completion of the district’s own third-party investigation, which the superintendent said is on hold while Celina police investigate.
In unrelated incidents, a Celina ISD wrestling coach is on administrative leave, and three teachers have been arrested in the past few weeks, including two removed from class for suspected impairment and charged with endangering students.
