A husband and wife who taught in the Killeen Independent School District resigned after admitting to sexual misconduct involving their own child years earlier, but both remain free to teach in Texas.
Sebrenia Lea Rangel, 53, was a teacher at Nolan Middle School. Joshua Miguel Rangel, 54, was a technology aide in the district’s Specialized Learning Department.
The district said in November that the couple admitted to allegations made by their adult daughter, who accused her biological mother and stepfather of sexual misconduct that occurred between 2011 and 2013.
The Rangels were then allowed to resign in lieu of termination.
Both educators’ teaching certificates are now “under review” by the Texas Education Agency. But their credentials remain valid, so they are still eligible to teach.
Killeen ISD sent a message to families in November 2025 stating that the Rangels’ daughter had presented the allegations to the Killeen Police Department in 2015, but the district attorney’s office declined to prosecute the case due to lack of evidence.
In 2020, the daughter notified Killeen ISD of the allegations. Both Josh Rangel and Sebrenia Rangel worked for the district at the time.
However, Killeen ISD stated in November that it was “currently unable to locate any written records of specific follow-up actions taken after receipt of the notice in 2020.”
While that period was under a prior administration no longer with Killeen ISD, the district currently has different procedures for processing external reports of misconduct.
When the daughter contacted Killeen ISD on Nov. 7, 2025, we immediately placed both former employees on administrative leave and removed them from duty. Our Investigations & School Safety Department conducted an internal investigation.
“On Nov. 19, 2025, both former employees admitted to the conduct described in the allegations and resigned in lieu of termination that day,” the Killeen ISD statement concluded.
The district noted that the alleged misconduct “only involved family members and did not occur on Killeen ISD property or at Killeen ISD events.”
Even though prosecutors did not pursue criminal charges, the TEA can seek sanctions against the Rangels’ teaching credentials for violations of the Texas Educators’ Code of Ethics.
The TEA’s Educator Misconduct Reporting Dashboard shows the agency is currently investigating more than 2,700 sexual misconduct complaints and opening an average of 250 such cases each month, with new investigations for all misconduct complaints combined averaging 1,100 a month.
Joshua Rangel has held a lifetime certification as an educational aide since 1997.
Sebrenia Rangel received lifetime elementary certifications in 1996 and later added science and English as a Second Language credentials. Her certificate also includes an “Exemplary” designation, which the TEA says is awarded to “highly effective public school teachers.”
Her LinkedIn page shows she was a virtual science teacher at Wellspring Global Academy in San Antonio from January through June 2026. Wellspring has not confirmed whether she still works for the school.
The Rangels are among hundreds of Texas school employees accused of sex crimes involving students and other children in the past few years, including in Killeen ISD.
In 2023, Fowler Elementary teacher Klay Camp resigned following his arrest for online solicitation of sex with a minor. Camp’s teaching certificate was revoked in 2024.
In 2025, Harker Heights High School band director Tyler Claycomb resigned over alleged “inappropriate communication” with a student; two unnamed Aycock Middle School teachers were placed on leave due to “inappropriate conversations and unprofessional conduct” involving students; and another unnamed teacher at Eastern Hills Middle School resigned over alleged inappropriate conduct with a student.
Also in 2025, Meadows Elementary coach Travis Reaves was accused of inappropriate conduct toward young girls at the school. Investigators said they found no evidence of “criminal offenses.” Reaves was moved to a different campus and now teaches at Killeen Elementary.
In April 2026, an unnamed substitute teacher at Chaparral High School was removed for “inappropriate communication” with a student.
