Authorities are investigating Union Grove Independent School District Superintendent Kelly Kay Moore for failing to report a student’s alleged invasive visual recording of another student while on campus.
The Upshur County Sheriff’s Office reportedly received a complaint on June 11 from the alleged victim’s parents and opened a criminal investigation into the student accused of invasive visual recording, which is a state jail felony.
During the course of that investigation, authorities discovered information indicating that Moore had failed to report the allegations.
Texas school superintendents are required by law to report suspected sexual abuse of a child, and invasive visual recording is a sexual offense.
Failure to report is a Class A misdemeanor unless the intent was to conceal the abuse, in which case the offense is a state jail felony.
Both cases are still under investigation, and no arrests have yet been made.
Union Grove ISD is a three-school district with fewer than 800 students located in northeast Texas.
Moore has worked as Union Grove ISD’s superintendent since 2018. Under her current five-year contract, signed in June 2023, Moore is paid a base salary of $128,000.
State records show Moore was certified as a classroom teacher in 2003. She received her superintendent certification in 2016 and renewed the certificate in 2020.
