Texas’ education savings account program is set to reshape schooling for up to 100,000 students.
Gov. Abbott hailed the measure as “the largest day-one school of choice program in the United States.”
While the Texas Senate’s version of the school choice program originally included the prohibition, House lawmakers took it out.

Debate on the House floor is expected to be lengthy and contentious.
Club for Growth has spent more than $1 million supporting school choice legislation in Texas.
The proposal is a priority of Gov. Greg Abbott.
The effort is part of a nearly $1 million push from Club for Growth to advance educational savings accounts.
The governor made it clear that while the Texas Senate has consistently supported school choice, the battle will be won or lost in the Texas House.
The proposal would require all public school districts to include prohibitions on “non-human behavior” in their student codes of conduct.
