Acting Comptroller Kelly Hancock To Resign at End of July

Hancock, who assumed the office after Glenn Hegar's departure, says the Education Freedom Account rollout has reached a key milestone.

Acting Texas Comptroller Kelly Hancock announced Wednesday that he will resign effective July 31, concluding his year leading the agency after overseeing the launch of the state’s new school choice program. 

In a letter to Gov. Greg Abbott, Hancock said the program has now awarded more than 100,000 students for the 2026-27 school year and that, as of July 1, funds are flowing into accounts while the Texas Education Freedom Account marketplace is open. 

Hancock became acting comptroller last year after then-Comptroller Glenn Hegar left the office to become chancellor of the Texas A&M University System. 

Before Hegar’s departure, Hancock—then a state senator—was named the agency’s chief clerk, a position that automatically assumed the comptroller’s duties once the office became vacant. 

He later sought a full term as comptroller but was defeated in the Republican primary by former State Sen. Don Huffines.

“The program is running remarkably smoothly for a new initiative of this size,” Hancock wrote, crediting Abbott, the Legislature, agency staff, and participating families for the rollout’s success. He added that he is confident “the next Texas Comptroller and my former Senate colleague, Don Huffines, will build on that work.” 

Gov. Greg Abbott thanked Hancock for his service, saying his leadership helped make possible the launch of “the largest school choice program in our nation’s history.”

“His leadership and experience, from the local school board to the Texas Legislature, helped make possible the launch of the largest school choice program in our nation’s history, expanding educational opportunity for Texas families,” Abbott wrote.

Hancock said he and his wife, Robin, plan to transition into leadership with an international ministry while continuing certain public service advisory and board responsibilities.
